Christians have long read the cross first as an act of love. Jesus says it plainly in John 15:13: "Greater love hath no man than this, that a man lay down his life for his friends." The heart became the usual sign for that love in Christian art, most famously in devotion to the Sacred Heart. Putting the two together is a way to say what the cross means, not only what it shows.
